This is a rare WWII-era American propaganda "punching" or push toy (sometimes called a "wheel punching toy" or "anti-Axis/Hitler push toy"), produced circa 1941–1945 as home-front morale booster and anti-Nazi satire.

These toys emerged in the United States right after Pearl Harbor (December 1941) and Germany's declaration of war on the U.S., when anti-Axis (especially anti-German/Nazi) sentiment exploded. They were part of a broader wave of inexpensive propaganda ephemera—pins, postcards, matchbooks, punch-card games ("Take a Punch at Hitler"), and puzzles—designed to mock Hitler, Mussolini, and the Axis powers while encouraging patriotism and war-bond purchases. Kids (and adults) could literally "punch Hitler" at home, turning wartime frustration into play. They were mass-produced cheaply (often with simple wooden frames and glued paper cutouts) but not by major toy companies; most are unmarked. Very few survive in working condition today because they were toys meant for rough use. One documented example is in the permanent collection of the United States Holocaust Memorial Museum, part of a larger group of American anti-Hitler propaganda items donated in 2015. Similar pieces appear occasionally in militaria auctions.
