This is a French World War I (1914–1918) souvenir/patriotic "stable belt" or double-clasp belt.
The phrase "GLOIRE AUX ALLIÉS" translates to "Glory to the Allies" in English. These were popular French-made commemorative items, often sold or distributed as souvenirs during or shortly after the war (particularly around 1918). They feature woven/embroidered fabric (typically tan or off-white canvas-like material) with patriotic wording, often accompanied by Allied flags (e.g., French, British, Belgian, etc.) and the date 1914 or 1918 in the center. The metal end clasps (with rivets) and adjustable straps make it functional as a belt, styled like a traditional "stable belt" worn by soldiers.
